Investigation Units on Crime against Women

In order to augment the capacity of States in the domain of investigation of heinous crimes against women viz. rape, acid attack, dowry death and human trafficking etc., the Ministry of Home Affairs has proposed to set up 150 Investigative Units for Crime against Women (IUCAW) in most crime prone districts of each State on a 50 : 50 cost sharing basis with the States. The objective of these units will be to assist the local police in investigation of heinous crimes against women. The total cost estimation is about Rs. 98 crore for the 12th Five Year Plan period. A copy of the advisory containing allocation of IUCAW units per State/UT, alongwith amount of funding for each unit, mode of disbursement etc. is available in http://mha.nic.in/sites/upload_files/mha/files/CrimesagainstWomen0601.PDF. The State/UT-wise status on setting up of IUCAW is not available.
Some suggestions regarding enhancement of monetary assistance, capacity building etc. has been received from the States/UTs. However, the Ministry of Home Affairs is of the opinion that ‘Police’ being a state subject, the States should take the primary responsibility in this regard.
